Japan plans to position traditional exchanges as the main access points for blockchain assets by 2026.

In a significant move towards digitalization, Japan”s Finance and Financial Services Minister Satsuki Katayama announced on Monday that traditional exchanges will serve as the primary access points for blockchain-based assets by 2026. This statement was made during the Tokyo Stock Exchange”s New Year opening ceremony and shared through a YouTube broadcast.

The Financial Services Agency (FSA) is set to expand its regulatory framework as part of this transition. A plan outlined for December 10, 2025, indicates a shift in oversight for cryptocurrencies from the Payment Services Act to the Financial Instruments and Exchange Act. This transition aims to treat cryptocurrencies more like traditional financial products, imposing stricter disclosure requirements and restrictions on unfair trading practices.

In addition to regulatory changes, tax policies are also being restructured. A draft proposal suggests implementing a flat tax rate of 20% on cryptocurrency gains, replacing the current rates, which can soar up to 55%. This move is likely designed to create a more attractive environment for crypto investors in Japan.

Looking ahead, the execution of these plans will be crucial. Key areas to monitor include the speed at which legal adjustments are made, how the “exchange-led” approach to market access is implemented, and the potential for heightened enforcement actions against offshore platforms catering to Japanese residents as the regulatory framework tightens.
